when you kidnap a traumatised 4 y.o child from his then disaster-site of a home where his mother died, and relocate him to an bajoran orphanage knowing full well his father is still alive, but deciding to estrange the kid anyway, despite knowing full well the pretty awful consequences of abandoning him on bajor, effectively ruining this family, all just to play the long con politically and get the upper hand on a guy in a pay off that would be terribly cirumstantial and perhaps not even relevant a decade later….
