It seems fairly apparent when looking at Cardassians, especially Dukat, that the neck and shoulder area are the main focus of Cardassian attire. If Dukat is as hot a Cardassian as he acts, then we can assume the ideal male Cardassian would have broad shoulders and show some clavicle.
It doesn’t take a rocket scientist to connect the dots as to who saw fit to dress Bashir this way. We know who his tailor is.
I feel like knowing that Bashir is a super genius kind of changes the context of these earlier episodes a little bit. Like perhaps one of the reasons why Bashir was so beguiled and drawn to Garak is because he was a complicated mystery. While everyone else sort of was easy and made sense and didn’t challenge him Garak presented him with a puzzle to play with every time they spoke. I imagine that must have been delightful and stimulating for Bashir. Undoubtedly wildly attractive too. What is more attractive than someone who relates to you on your level or facinates you intellectually.
