Had a nasty little thought that the real reason Julian Bashir was allowed to stay in Starfleet was because Starfleet officers consent to be tracked. Even when on leave their commanding officer still knows where they are supposed to be in case they need to be recalled in a hurry. Civilian Bashir could go anywhere, Starfleet Bashir remains under legal surveillance.
